Make sure that the file is checked in: 	

blog -i file - should not give you back the version # you think you checked in.
bstat file - should return the value of your checked in version.

Make sure the permissions on the file are 444.

Do your bsubmit -resub 14:06   again.

Okay, the file versions do not match -- perhaps that file had already gotten submitted and outdated?
Or is it just lost and I should check-it out re-apply my changes chek-it in and then re-submit. 
I do have a backup copy of the file saved under a different name.

No, that's OK, Ken does have a lock on the file and it should appear.
bstat returned the correct version that you checked in.

Make sure the permissions are OK and try again.

There is no file there to have permissions on.  Should I copy my
backup into that file and change the permissions to be correct?
