I just bci two files into hw3os pool and it worked, but when I did bsubmit -all 
I received the following messages and it failed:

Nope that's exactly right - and his submit did go in, no obvious reason
why it didn't work and then did.

FYI - all trees should look pretty much like this now:

    rcs_host: buffer.zk3.dec.com
    submit_host: secret.zk3.dec.com
    source_host: secret.zk3.dec.com

As only the submit trees moved to secret - RCS is still on buffer

It's a divide and conquer approach.  :-)

Grant came to my office and tried it again and this time it worked. We don't 
know why it didn't work the first time or why it worked the second time.
