In Netscape for OpenVMS (and probably others):
Select "Netsacpe News" from the Window menu.
Select "Open News Host" from the File menu.
Enter the string "snews://nssnews-gw.pa-x.dec.com/".
(A pop-up will tell you that you are entering a secure
server)
Select "Show All Newsgroups" from the "Options" menu.
You should see:
control
junk
netscape
netscape.* (114 groups)
There may be a syntax for directly referencing one of the
newsgroups, complete with the server name, but I don't know
what it is.

Um, I don't think snews:// is supposed to be part of that string - could be
wrong (what else is new). Entering the string as shown above give me a very
quick "can't connect to server" error.
Netscape 3.0 (gold) on OpenVMS gives you a push-button for "secure", and when
the string nssnews-gw.pa-x.dec.com is used and secure is checked off, a
popup appears saying that:

The certificate that the site "nssnews-gw.pa-x-dec.com has presented does
not contain the correct site name. It is possible, though unlikly, that
someone may be trying to intercept your communication with this site. If you
suspect the certificate show below does not belong to the site you are
connecting with, please cancel the connection and notify the
site administrator.

I clicked on "continue" and poof - it worked.

At least on Netscape Navigator V2.02 for OpenVMS the dialog box that
pops up explicitly says:
Please enter your news host in one
of the following formats:
news://HOST,
news://HOST:PORT,
snews://HOST, or
snews://HOST:PORT

I'm just reporting what worked and what didn't.
I think the 2.02 version did have differences in the dialog box that is
popped up to add the news server.
